As Head of Inside Sales, Chislett will be responsible for expanding existing markets and identifying new opportunities while assisting the outside sales team across a full range of solutions, including talent acquisition, contingent workforce management, vendor management, compensation, performance and succession management. Chislett brings more than 20 years of selling experience with half of that in sales leadership positions.   He has deep expertise in new business generation and on-going account management from his most recent posts as regional sales director and inside sales representative at Zapoint and Citrix Online, respectively.  In his role at SuccessFactors, Chislett, who consistently exceeded sales quotas, was responsible for lead generation, enterprise sales and was a front-line inside sales representative for key accounts.  He was recognized every one of his five years at SuccessFactors in their Presidents Circle, was awarded the company’s MVP recognition and was identified by the CEO as one of the top 10% of company contributors.  Prior to that, Chislett held a variety of sales-related roles at Oracle Corporation, where he was instrumental in managing strategic partner and consulting relationships and leadership development.  He was recruited into Oracle from a product management role at Continental Resources, a value-added reseller.

Advanced Personnel Systems, Inc. Advanced Personnel Systems, Inc. (APS) announced completion of a three-year case study showcasing the results of PDS Tech, Inc. use of the VMS-Smart vendor management system component of SmartSearch, a leading web-based talent acquisition and staffing management application.

In 2006, Premier Election Solutions, a provider of polling technology, turned to PDS Tech, one of the largest recruiting firms in the United States, as a managed services provider (MSP) to help deploy a vendor management system (VMS) to facilitate sourcing, hiring and management of a large contingent workforce that changes in size from year to year. Based in Allen, Texas, with offices and personnel throughout the United States, Premier Election Solutions provides voting machines, election products, training of poll workers, voter education, and services to manage polling places. Premier deploys polling technology in 33 states, with over 151,000 voting machines. As each Election Day approaches, the company works with states, counties and municipalities to design custom election solutions and ensure accurate, fair elections. Premier needed to automate recruiting and management of its contingent workforce, along with electronic requisition approval routing, distribution of labor requirements to staffing vendors, assessment and hiring of contingent workers, online time and expense tracking, and most importantly, control costs.

Anticipating a large voter turnout for the 2006 Congressional elections and a historic turnout for the 2008 presidential election, using the VMS-smart, the HR Administrators at Premier Election Solutions were able to handle the hiring of 9,618 contingent workers.

That was an increase of 7700% from the prior year, with no additional staff or other resources in the Human Resources Department. In 2007, Premier’s need was for only 1,985 contingent workers, but in the first quarter of 2008, it hired 1,836 contingent staff, with the final number of contingent workers exceeding 15,000 by the end of the presidential election cycle.

Deployment of the VMS-smart featured fully integrated web portals branded to Premier Election Systems’ web site to serve Candidates, Contract Workers, Hiring Managers, and staffing agency Vendors. Initially rolled out to users in March of 2006, training was completed in April, and by the end of May, the automated time card and expense tracking components were brought online. The Premier database of candidates, contractors, vendor partners and hiring managers is not only seamlessly integrated with its corporate site, it also provides PDS with system administration tools to track job orders and coordinate payments to suppliers, and coordinate all associated workflow from its users’ desktops.

To support the ramp up for the 2008 election year, and its plans for global expansion to Latin America, Premier Election Solutions worked directly with APS on developing enhancements to the VMS-smart including a dashboard report for Project Managers to track expenses and labor costs using a sales tax calculation, and a new flat rate calculator to further facilitate cost containment. Premier also took advantage of the system’s Mobile Access for managers to approve time cards and expenses from an iPhone, BlackBerry or other hand-held device.

Since Premier had to deal with a large number of field personnel, the ability to update multiple records simultaneously was essential. “Group recruiting functions expedite the process and give us greater control over the applicant flow to better serve our hiring managers in the field,” said Robin Williams, Contract Staffing Manager at Premier, “We could not find any other system able to provide the time-saving functionality of group candidate submittal, group reject and group hiring tools.”

In the case of Premier Election Solutions, outsourcing administrative tasks to an MSP allows the human resources department to better serve hiring managers and meet cyclical increases in temporary labor requirements without adding internal staff. Industry Research Confirms Peopleclick’s Leading Contract Labor Management and Talent Acquisition Strategy…from Peopleclick

Aberdeen Provides Detailed Research on Leveraging Contingent Labor during the Current Economy

Peopleclick, Inc., the leading global talent acquisition solutions provider, announced today the release of Aberdeen Group’s Contract Labor Management: Superior Workforce Strategies for a Demanding Market report. This research includes data from over 330 executives that were evaluated on how their contract labor strategies are successfully managed and executed during the current economic environment. Enterprises continue to leverage contingent labor strategies to combat the effects of today’s economy, seeking to find quality candidates when they cannot hire permanent headcount. The research report shows that 51 percent of the organizations surveyed believe the use of contract labor will increase over the next two years.

This research also indicates that leveraging vendor management system (VMS) technology can help organizations manage compliance, cost, speed and depth of their contingent labor program. The report stated that 61 percent of Best-in-Class organizations actively utilize VMS technology, but only 31 percent have the ability to analyze trends through workforce planning analytics. The lack of an integrated reporting solution makes it difficult to quantify the need for contingent labor and its effect on overall business performance. Understanding these needs are the key to running an effective contingent labor program, and this report indicates that 52 percent of companies surveyed plan to increase visibility into their spend, as a means of reducing cost and gathering valuable information.

“By leveraging VMS tools in the management of contingent labor, organizations are experiencing numerous benefits,” said Christopher Dwyer, Aberdeen research analyst and author of the report. “VMS technology streamlines the entire contract labor lifecycle while sourcing quality candidates. Enterprises currently utilizing VMS solutions have effectively increased visibility into their contingent labor spend by 32 percent.”
